A certified county search has a defined boundary

For a certified Pitt County criminal-record search, use the Clerk of Superior Court route described by the North Carolina Judicial Branch. The certified background check is a single-county court-record search. It does not create a statewide criminal history report.

Complete and print Form AOC-CR-314, then submit it to the Pitt County Clerk of Superior Court with the $25 fee. For mail requests, the Judicial Branch lists money order or certified check as accepted payment methods; personal checks are not accepted. In-person requests can use credit card, cash, money order, or certified check.

Prepare the county request

A certified Pitt County criminal record search is a name-based court-record search for yourself or others, not a fingerprint identity match. The search uses the Clerk of Superior Court route and Form AOC-CR-314.

Complete the form with Pitt County, all names by which the individual is known for the search, the criminal or infraction selection required by the form, and the requester address and signature. The search is based on names supplied for the request; do not treat a same or similar name result as identity proof. A no-hit result is also not conclusive that no record exists because records may involve other names or unavailable records.

The certified county search does not provide juvenile records through this request route. Sealed or otherwise unavailable records may not appear, and infractions are not criminal offenses. Preserve the product boundary: confirm that the recipient needs a certified county search before ordering.

The published fee remains $25. Mail requests use money order or certified check; personal checks are not accepted. In-person requests accept credit card, cash, money order, or certified check. Keep request and payment information so a later inquiry can identify what was requested.

Choose between certified searches, self-service lookup, and court records

North Carolina provides free non-certified self-service criminal-record lookup for yourself or others at public access computers available in the clerk's office at any courthouse. The search can cover a county or statewide information. You can search, view, or email criminal records through this self-service route without charge; printing charges may apply.

This non-certified access is different from the certified Pitt County county search. For ordinary case information, defendant name or case number searches can help locate court records. Individuals performing background checks should use the county clerk's office for the background check product rather than treating Portal access as the certified search route.

If you need a specific judgment, filing, or court document, contact the clerk's office in the county where the case is located. Paper files may be accessed through that clerk's office, and copies of court documents may be made for a fee.

Use fingerprint review only when that is the required product

The North Carolina State Bureau of Investigation Right to Review is a separate fingerprint-based personal criminal-history request. It is a North Carolina-only, non-certified personal review product and is not the national or out-of-state criminal history product. It provides an SBI response letter for the requester and is not a replacement for a Pitt County certified court search.

To request a Right to Review, use the current SBI Right to Review form and submit original FD-258 fingerprint impressions obtained through law enforcement or an authorized fingerprint service. The packet requires a $14 certified check or money order payable to the North Carolina State Bureau of Investigation. Requests are sent by U.S. Mail only; in-person delivery is not accepted.

Mail the packet to the North Carolina State Bureau of Investigation, Criminal Information and Identification Section, Attention: Applicant Unit — Right to Review, 3320 Garner Road, Raleigh, NC 27610. The SBI sends the response letter to the requester and does not send the response directly to a third party.

If the response contains an accuracy or completeness issue, use the SBI challenge process rather than treating a county court search as a correction route.
